The third session of the Committee
The third session of the Committee was held on 15 June 2023 at the Croatian Bureau of Statistics.
It was attended by representatives of all producers of official statistics.
Given that some producers proposed new representatives, the Director General of the Croatian Bureau of Statistics adopted a new Decision on the Establishment of the Committee for the System of Official Statistics of the Republic of Croatia.
Several topics were on the agenda, with the greatest attention given to the Draft Peer Review Report on Compliance with the European Statistics Code of Practice, as well as to the further improvement and development of the national statistical system (NSS).
In relation to the procedure for the Peer Review Report on Compliance with the European Statistics Code of Practice 2021 - 2023, over the past year the NSS has devoted considerable effort to preparing the self-assessment questionnaire and to preparations for the visit of the peer review expert team, which took place from 13 to 17 March 2023. Four of the six NSS institutions participated in the peer review process: the Croatian Bureau of Statistics, the Croatian Institute of Public Health, the Ministry of the Economy and Sustainable Development, and the Ministry of Agriculture. The Croatian National Bank and the Ministry of Finance did not participate for justified reasons.
The procedure resulted in a draft Peer Review Report, which the NSS received in April. The NSS submitted its opinions and comments to the Peer Review Team in May 2023. Following the completion and publication of the Peer Review Report, the NSS' task in the forthcoming period will be to adopt specific improvement measures based on the recommendations, the implementation of which will be monitored by Eurostat on an annual basis.
The NSS assessed the entire Peer Review process as very demanding but equally useful. It considered the recommendations encouraging and aimed at further development of the system. The upcoming activities were discussed among the members, and an agreement was reached to begin implementing the aforementioned recommendations as soon as possible.
Since quality is the backbone of the production of official statistics, this topic was addressed under a separate agenda item.
A presentation on "Quality Management in the Statistical System" was held, during which the framework for quality management at the EU and national level was explained. Members agreed to develop national guidelines for quality assurance in the national statistical system by the end of 2023.
It was also noted that all producers prepare quality reports for the statistical activities they carry out in accordance with the Annual Implementation Plan of Statistical Activities and regularly submit them to Eurostat. It was agreed that, in future, quality reports will also be published at the national level on the producers’ websites, in order to inform users and the public about the application of high quality standards at all stages of statistical processes.
Quality reports by statistical domains are regularly published on the website of the Croatian Bureau of Statistics, covering the statistical activities carried out by the Bureau. It was agreed at the session that efforts will be made to publish quality reports on the statistical activities of the entire national statistical system in the aforementioned website section.
