The sixth session of the Committee

The sixth session of the Committee was held on 6 March 2025 in the Croatian Bureau of Statistics.

 

It was attended by representatives of all producers of official statistics, except the representatives of the Ministry of Finance.

 

The agenda included three items:

1. Approval of the Minutes of the fifth session held on 21 November 2023

2. Draft of the Quality Guidelines for the Croatian Statistical System

3. Miscellaneous

 

Members of the Committee agreed upon a final draft of the Quality Guidelines for the Croatian Statistical System.

 

The Guidelines serve as the main tool for ensuring the quality of development, production and dissemination of official statistics, as an aid to the producers of official statistics in self-assessment and implementation of quality assurance activities and further development, as well as for the purpose of promoting and contributing to the continuous improvement of quality of the Croatian Statistical System. 

 

Issuing the Guidelines is one of the Peer Review Recommendations and the Improvement action no. 22. In line with the agreement from the previous session, the draft document has been further elaborated to provide examples of good practice with an overview of the existing system and its compliance, as well as an overview of plans for further improvements. This would ensure a better understanding of the Guidelines and their implementation in the best way possible, as well as their compliance with the European Statistics Code of Practice and their further monitoring.

 

The Guidelines will be published on the website of the CBS and the websites of other producers of official statistics.

 

In connection to the Guideline 3.6. “There is a regular and thorough review of the key statistical outputs”, the adoption of a single audit policy was discussed for a uniform approach for the entire system.

 

In connection to the Guideline 4.1. “Statistical confidentiality is guaranteed in law”, all present producers of official statistics agreed on respecting the principle of confidentiality and the method of its implementation in practice.

 

It was concluded that all producers of official statistics are in compliance with the Guidelines and a method of monitoring their implementation and further improvements to the quality of the system was agreed upon.

 

Under the item Miscellaneous, the Deputy Chair of the Committee presented a plan for further activities of the Committee, according to which the primary focus will be on drafting new agreements between the CBS and other producers of official statistics.

 

The Committee members discussed the way of reporting on the execution of the Annual Implementation Plan of Statistical Activities of the Republic of Croatia for 2024 and reached an agreement on it.
