The seventh session of the Committee
The seventh session of the Committee was held on 16 October 2025 at the Croatian Bureau of Statistics.
Representatives of four out of six producers of official statistics participated, namely the representatives from the Croatian National Bank, the Croatian Institute of Public Health, the Ministry of Environmental Protection and Green Transition, and the Croatian Bureau of Statistics.
The agenda included three items:
The Official Statistics Act regulates the organisation and coordination of the official statistics system, the jurisdiction and management of the Croatian Bureau of Statistics, the development and planning of the implementation of official statistics activities in the Republic of Croatia, data collection, processing and storage of statistical material, the organisation and maintenance of statistical registers, the dissemination and use of statistical data, the protection of confidential data collected for the production of official statistics, international statistical cooperation, and other issues important for official statistics.
The members of the Committee were presented with the draft proposal for the Act on Amendments to the Official Statistics Act, the main reason being the harmonisation of the official statistics system of the Republic of Croatia with the European Statistical System, namely the adoption of Regulation (EU) 2024/3018 of the European Parliament and of the Council of 27 November 2024 amending Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics.
The production, dissemination and development of national and European statistics are taking place under significantly changed circumstances and in a new environment, shaped by health and war crises, as well as by increasing user demand and expectations for new, more frequent, and more detailed statistics. In order to ensure an adequate response by the statistical system, one that enables the production of relevant statistics to support decision-making and ensures readiness for rapid responses in times of crisis, it is necessary to provide a legal framework that facilitates the use of digital transformation, new data sources, especially those from private data holders, as well as data exchange and strengthening coordination within the statistical system.
The new proposal for amendments to the Act explicitly refers to private data holders and introduces new terms, while also updating those used in Regulation (EC) No 223/2009. Therefore, this proposal grants the producers of official statistics the right to access data of private data holders and regulates the procedure for submitting requests and obtaining such data.
It is proposed that the Croatian National Bank be designated as a producer of official statistics under the Programme of Statistical Activities, along with other public authorities that produce certain official statistics.
It is further proposed that the Croatian Bureau of Statistics and other official statistics producers in the Republic of Croatia be granted the right to exchange non-confidential data, or, where necessary and available in aggregated form, to exchange such data, provided they are used exclusively for statistical purposes and to improve official statistics.
Under the item Miscellaneous, the Deputy Chair of the Committee presented a plan for the Committee’s further activities.
