Code of Ethics for Civil Servants

The Code of Ethics for Civil Servants (Official Gazette, No. 40/11 and 13/12) sets forth the rules of conduct for civil servants in their dealings with citizens and with each other and provides for the possibility of lodging a complaint regarding unethical conduct of civil servants as well as the procedure concerning the complaint filed.
 
Citizens and civil servants may lodge a complaint regarding unethical conduct of civil servants from the Croatian Bureau of Statistics:
  • to the Director General of the Croatian Bureau of Statistics – by regular mail or e-mail
  • to the ethics commissioner – by regular mail, e-mail or phone
  • by toll free phone number 0800 0304 every working day

The deadline for resolving the complaint is 60 days from the receipt of the complaint. If the complainant does not receive a response to the complaint within the aforementioned deadline or is not satisfied with the response, they may lodge a complaint to the Ethics Commission, an independent body responsible for promoting ethical principles in the civil service.
