Right of access to information
The right of access to information and re-use of information is exercised in accordance with the Act on the Right of Access to Information (Official Gazette, Nos 25/13, 85/15, 69/22) and Directive (EU) 2019/1024 of the European Parliament and of the Council of 20 June 2019 on open data and the re-use of public sector information.
The aim of the Act is to enable and ensure the exercise of the right of access to information guaranteed by the Constitution of the Republic of Croatia, and the reuse of information by natural and legal persons, through the openness and public nature of the work of public authorities.
The right of access to information pursuant to Article 5, paragraph 1, item 5 of the Act on the Right of the Access to Information “… encompasses the right of the beneficiaries to seek and acquire information, and the obligation of the public authority bodies to ensure access to requested information, i.e. to disclose information regardless of the request, when so required by the law or other regulations…”
In accordance with Article 5, paragraph 1, item 3 of the Act, information is any data kept by a public authority in the form of a document, record, dossier, register or in any other form, regardless of the manner of representation (written, drawn, printed, recorded, magnetic, optical, electronic or any other record), created by the authority independently or in cooperation with other authorities, or received from another person, and arose within the scope or in connection with the organisation and work of public authorities.
The reuse of information, pursuant to Article 5, paragraph 1, item 6 of the Act "means the use of information from a public authority by a physical or legal person, for commercial or non-commercial purposes, different from the original purpose, within the framework of the public work for which that information was created, which is performed within the legally prescribed scope or work that is usually considered public work. The exchange of information between public authorities for the purpose of performing the work within their competence shall not be deemed to be reuse”.

The Croatian Bureau of Statistics has the right to charge a fee for the actual material costs incurred by providing information to the person exercising the right of access to information and reuse of information, as well as a fee for the costs of supplying the requested information, which shall be charged in accordance with the Criteria for Determining the Amount of the Fee and the Method of Collecting the Fee (Official Gazette, Nos 12/14, 15/14, 141/22).
All published data are available free of charge on the website of the Croatian Bureau of Statistics.

- copy, publish, distribute and communicate information to the public
- process information
- use information for commercial and non-commercial purposes, combining them with other information and including them into their product.
