Average Retail Prices of Goods and Services in Kuna and Euro in the Republic of Croatia

As of 5 September 2022, business entities in the Republic of Croatia are obliged to display prices both in kuna and euro, which will be applied until 31 December 2023 (Article 43 of the Act on the Introduction of the Euro as the Official Currency in the Republic of Croatia (NN, Nos 57/22 and 88/22)). Consumers can thus adapt to the new currency and get a transparent insight into the prices converted into the euro.
 
The subject survey is the result of the Agreement on Cooperation in the implementation of activities of monitoring retail prices of goods and services during the dual price display in the process of introducing the euro in the Republic of Croatia between the Croatian Bureau of Statistics and the Ministry of Economy and Sustainable Development, within the Coordination Committee for the Adjustment of the Economy and Consumer Protection, and will serve as a basis for further analyses and conclusions of the Ministry of Economy and Sustainable Development as the main coordinator of consumer protection activities during the period of mandatory dual price display.
 
In the period of dual reporting of prices in kuna and euro, that is, from September 2022 to December 2023, the Croatian Bureau of Statistics will conduct a separate survey on the changes in average retail prices for selected homogenous goods and services for personal consumption.
 
The aim of the survey is to collect information on the changes in consumer prices for selected goods and services in kuna and euro, that is, to provide statistical data on the changes in prices in both currencies. Statistical data are published regularly (once a month) during the period of dual reporting of prices in kuna and euro, in accordance with the Calendar of Statistical Data Issues.
 
A total of 103 products (78 goods and 25 services) were selected for monitoring the average retail prices, and about 5 700 prices will be collected each month in about 800 outlets. Data on prices are not collected at markets and kiosks, considering that, according to the Guidelines for the Adjustment of the Economy in the Process of replacing the Croatian Kuna with the Euro, there is no obligation to display prices both in kuna and euro at these points of sale.
 
Data on prices are collected by authorised price collectors of the Croatian Bureau of Statistics once a month at nine geographical locations (Zagreb, Slavonski Brod, Osijek, Sisak, Rijeka, Pula, Split, Dubrovnik and Varaždin), on weekdays (prices are not collected on weekends and holidays) and on approximately the same day of the month.
 
The data on average retail prices of goods and services in kuna and euro are published on the website of the Croatian Bureau of Statistics in Statistics in Line. The table contains data on average retail prices at the level of the Republic of Croatia, taking into account the prices at which selected goods and services were available to consumers during the data collection period for the reference month and discounts applied during the data collection period.
 
The average retail prices for each product are calculated using a simple arithmetic mean of the collected prices at the level of the Republic of Croatia.
 
The published average prices of goods and services for personal consumption in kuna and euro have not been adjusted for further calculations of the general rates of change in price levels in aggregate forms. For that purpose, consumer price indices are used, which are calculated and published according to the ECOICOP classification (European Classification of Individual Consumption according to Purpose), and are available on the website of the Croatian Bureau of Statistics (Consumer Price Index).
