The City of Zagreb has the highest employment rate
According to the Labour Force Survey, it is estimated that there were 1.70 million employed persons in the Republic of Croatia in the second quarter of 2025, which was an increase of 5 thousand, or 0.3% compared to the second quarter of 2024. In the same reference period, the number of unemployed persons in the Republic of Croatia amounted to 86 thousand, which was an increase of 4 thousand, or 4.6% compared to the second quarter of 2024.
In the second quarter of 2025, the employment rate of persons aged 15 to 64 years was 68.8%, which was an increase of 0.1 percentage points compared to the second quarter of 2024. The highest employment rate was recorded in the City of Zagreb, 74.8%, while the lowest one was recorded in Pannonian Croatia and it amounted to 62.5%.
The ILO unemployment rate of persons aged 15 to 64 years was 4.9%, which was an increase of 0.3 percentage points compared to the same reference period last year. As with the employment rate, the lowest ILO unemployment rate (2.7%) was recorded in the City of Zagreb, while the highest one was recorded in Pannonian Croatia (7.5%).
Working-age population amounts to 3.31 million
Data from the Labour Force Survey also show that, in the second quarter of 2025, the working-age population (aged 15 years and over) in the Republic of Croatia amounted to 3.31 million, of which 1.79 million persons were active (the sum of employed and unemployed persons) and 1.52 million persons were inactive.
Regarding reasons for inactivity, from the total number of inactive persons, 1.10 million persons (or 72.6%) were inactive due to age, illness, education etc., followed by 52 thousand persons (or 3.4%) who want to work but did not seek job, and 5 thousand persons (or 0.3%) who seek job but cannot accept it in the next two weeks. The
remaining 360 thousand persons (or 23.7%) were inactive persons aged 75 years and over, who are, according to the methodology, not asked in detail about reasons for their inactivity.
