Presentation of the Technical Support Instrument (TSI) 2025 in Zagreb

The TSI provides tailor-made technical expertise for the design and implementation of reforms

On 16 July 2024, Nathalie Berger, Director-General of the European Commission's Directorate-General for Reforms (DG REFORM), held a meeting in the premises of the House of Europe in Zagreb to present the priorities of the EU Technical Support Instrument (TSI) in 2025, under which requests (project proposals) for expert support for improving the policies of state and public administration bodies are submitted. The meeting was attended by Lidija Brković, Director General of the Croatian Bureau of Statistics, and Marija Miri, Head of the Project Implementation Department.
 
The Technical Support Instrument (TSI) is a European Union programme that provides tailor-made technical expertise for the design and implementation of reforms to Member States. The TSI enables the provision of technical support to Member States in the fields of the green and digital transitions, health, education, public administration, competitiveness, the financial sector, revenue administration and public financial management, labour market and social protection.
 
Through this instrument, the European Commission offers a unique service in the form of expert assistance related to the development of reform strategies and plans, legislative, institutional, structural and administrative reforms, and creation of policies and methodologies. Expert assistance is provided by the European Commission and recognised experts in the area in which support was requested, but it can also be provided by authorities of other Member States who share experience in implementing similar reforms.
 
Croatia has been one of the largest beneficiaries of this programme so far, and it is expected that it will again submit quality project proposals within this year's cycle. To date, the Croatian Bureau of Statistics has successfully implemented two projects thanks to the TSI and actively participates in the preparation of new project proposals as part of each new cycle of support through this instrument.
