The project's main objective: enabling Croatia, Estonia, Germany and the Netherlands to effectively implement the Data Governance Act (DGA)

The introductory meeting of the project team for providing technical support in the implementation of Regulation (EU) 2022/868 of the European Parliament and of the Council of 30 May 2022 on European data governance and amending Regulation (EU) 2018/1724 (Data Governance Act - DGA) was held on 12 March 2026 at the Sheraton Hotel.

The project is funded by the European Union through the Technical Support Instrument and implemented by the e-Governance Academy in cooperation with the European Commission, while the project team brings together representatives from four countries of the European Statistical System - Germany, Estonia, the Netherlands and Croatia.

At the meeting, participants discussed the key elements of the Data Governance Act (DGA), activities related to the start of the project, the implementation plan and the expected development of activities. The Croatian national data management strategy was also presented, followed by an overview of planned project activities, the establishment of the project's Advisory Group, and the elaboration of analytical activities and methodology.

Special attention was also paid to the exchange of national perspectives and expectations, where representatives of the national statistical offices of Estonia, the Netherlands, Germany and the Croatian Bureau of Statistics exchanged their opinions and discussed key challenges and directions for the development of national data management systems.

The introductory meeting was opened by Damir Habijan, Minister of Justice, Public Administration and Digital Transformation, who emphasized that the IMPLEMENT DGA project enables access to anonymised data within a secure environment, thereby changing the current approach to data management and releasing value from public sector data for citizens, researchers and the economy.

Lidija Brković, Acting Director General of the Croatian Bureau of Statistics, emphasised in her address that this technical support project plays a key role in creating a harmonised European data space in which all participants operate transparently, securely and efficiently.

"In the coming period, we will analyse the needs of public sector bodies and strengthen our capacities accordingly. I believe that, by working together, we can further strengthen Croatia's position in the European data space and turn the DGA into a real opportunity for progress," said Lidija Brković.

According to the Act on the Implementation of Regulation (EU) 2022/868 on European data governance and amending Regulation (EU) 2018/1724 (Data Governance Act), the Croatian Bureau of Statistics is the competent state administration body for providing technical and expert support in processing requests for the reuse of protected data.
