Draft Proposal of the Act on Amendments to the Official Statistics Act presented

New amendments to the Act related to the implementation of statistical activities in crisis situations and access to data held by private data holders

A public presentation of the Draft Proposal of the Act on Amendments to the Official Statistics Act, with the Final Proposal of the Act, was held today in the premises of the Croatian Bureau of Statistics.

Lidija Brković, Acting Director General of the Croatian Bureau of Statistics, presented the Draft Proposal of the Act, which further harmonises the national and European statistical legal framework. She pointed out that the aim of the proposed amendments is to regulate the implementation of statistical activities in crisis situations, to allow access to new data sources, especially of private data holders, for the implementation of official statistics activities, and to define the procedure for submitting a request for access to these data.

"The new amendments to the Act will enable us to carry out statistical activities that are not planned in the Annual Implementation Plan in extraordinary circumstances, such as the COVID-19 pandemic or energy crises, and thus ensure an adequate response of the statistical system that would provide relevant statistics as a support to decision-making," said Lidija Brković.



Enabling access to new data sources for the Croatian Bureau of Statistics and other producers of official statistics contributes to a more efficient implementation of statistical activities, a better utilisation of digital transformation opportunities, and cost reduction, especially when it comes to data held by private holders.

Amendments to the Act additionally regulate the exchange of non-confidential data between the producers of official statistics, and propose that the Croatian National Bank be the producer of official statistics defined by the Programme of Statistical Activities and the Annual Implementation Plan of Statistical Activities of the Republic of Croatia, as well as other public authorities that produce official statistics, instead of being listed individually in the Act. The Draft Proposal of the Act also amends the penalty provisions.

The Draft Proposal of the Act will soon be submitted for public consultation.
